こういう事があると、すぐに文句を言う人が現れますが。でも実際に危険な運転（ながら運転とか、無謀な運転とか）は運転者も大きな事故になりかねないと思います。 16歳以上であれば、分別は付く年なので注意喚起という意味でも良いかと思います
これで少しは傲慢な危険運転が減れば良いのですが
